Notionally circular base divided into 2 broad segments,
originally drinking troughs for animals, and 2 narrow segments
which give access to the 2 raised drinking basins for humans.
Octagonal base tapering to a square; on the south side of the
square a bronze plaque records the gift of the monument to the
town by Frederick Chatfield in 1871; a plaque on the north
side records the names of Richard Webb, Mayor and Richard
Keirle, architect. Above this rises the needle of the obelisk
which has a narrow chamfered band near its base and a broader
plain band a little above that; about half-way up the needle
are 8-pointed stars cut in the stone work, one on the north
