House. 1596, converted to municipal offices in 1989. Built for
the merchant Benjamin Cooper as part of No.4 (qv), divided
into 2 properties C18. Until then the rear wing formed part of
the courtyard of No.4 added in 1603-10. The courtyard remains,
greatly altered. Early C19 gault brick facade under a roof of
black-glazed pantiles.
EXTERIOR: 3 storeys; 3-window range. 6-panelled door to the
right set within panelled reveals under an open pediment on
block Doric entablatures and engaged columns. Geometric
fanlight. Two 6/6 sashes to the left under gauged skewback
arches and 3 similar to the first floor behind a wrought-iron
balcony. Three 6/3 sashes to the second floor. Modillion eaves
cornice and gabled roof. Internal gable-end stack to north.
There is a long 2-storey rear wing whitewashed and pierced by
C19 and C20 windows on the north side. The east gable has a
4-light ovolo-moulded cross casement to the first floor and
further, renewed, 2- and 4-light cross casements illuminate
the hipped 2-storey block abutting to the south. This block is
the east block to the 1603 courtyard and has on its courtyard
side a 6-light ovolo-moulded cross casement with a central
king mullion on the first floor. On the interior the king
mullion has a tapering baluster with fish-scale carving and a
stylised Ionic capital. The east window is similar, but of 4
lights.
INTERIOR: integral with Nos 1, 2 & 2B (qv). The passage from
the front door has been removed. The staircase is mid C18:
open string, turned balusters and scrolled tread ends. Ramped
and wreathed handrail. The rear wing has a C19 staircase with
alternating barley sugar and turned balusters. The rear wing
has at the east end an office at the first floor with a
bridging beam decorated with double sunk quadrants and a
fluted tongue stop. C18 fireplace also. The next room south at
the first-floor level faces the courtyard. It has small-framed
early C17 panelling and a fireplace with bulbous side
pilasters. In a cupboard is re-used early C18 panelling.
