The Sculptor was Robert Forrest (1789-1852) who was quite successful in Scotland at this time. His best known commission was the statue of Lord Melville ontop of the column in St Andrew's Square, Edinburgh. He also had a commission from Lord Elgin for a statue of the Duke of Wellington to go on the summit of Arthur's Seat. Fortunately this was never carried out but it's a bit ironic that he went on to create the monument to Ferguson, Lord Elgins arch enemy.
