Former Manchester and Liverpool Bank, c.1865, now premises of Environmental Health Department. Ashlar, slate roof.
Main facade to Eagle Street has single storey flat roofed pavilion on left, gabled porch and entrance hall, two-storey block on the right. Italian Gothic style. Modillioned cornice carries round the whole, pavilion and porch having a saw-tooth pattern below this; parapet of pavilion rises over the porch to form a shaped gable bearing a carved coat of arms. Centre of pavilion breaks forward to form a bay with a triple window. To right of porch, two-storey block has four windows on each floor. Ground floor windows throughout have round intrados and pointed extrados to each light, roll-moulded jambs and heads, crocketed imposts; segmental-headed sashed 1st floor windows with linked stilted hood moulds; prominent cornice. Various medallions between window heads at ground floor, those in the right return wall lettered "M & L" and "DE". Rear wing rock-faced stone, in similar style, was original domestic quarters.
