Mid C19. Former Arundel Savings Bank: became working men's club to celebrate Queen Victoria's Diamond Jubilee. Stuccoed. two storeys, with plain massive cornice and blocking course masking roof, plain stringcourse above ground floor. Three bays. All windows double-hung sash with glazing bars. Door with one recessed panel with moulded surround, up one Bognor Rock step, with oblong fanlight and in plain reveal, one half set in plain recessed panel. Two ground floor windows in Graeco-Egyptian aedicules on plinths, with pilasters and prominent cornices with blocking courses. First floor windows in plain recessed panels, with oblong panels in relief under flanking windows, and "Victoria Institute" in sans-cerif under central window.
