Designed by Joseph Emberton, 1930. A steel framed structure of 3 storeys
carried on a reinforced concrete platform on piles rising from the river
bed. The walls are panel walls of brick, cement rendered and there is
continuous glazing on the south front facing the river (steel casements).
At the east end there is a slightly raised staircase tower. The south
front has cantilevered balconies with iron railings. There is also an
external-spiral iron staircase.
