Bunker-fortress and air raid shelter. 1939, Ministry of Works with
W.A. Forsyth as consultant. Reinforced concrete with concrete and pebble
and flint aggregate block facing, flat roofed. Massive Cubist fortress. 3
storey height, slightly battered walls with watch tower above parapet on
corner with Mall; terrace to west at 2nd floor level flanked by machine gun
